Introduction
Uttar Pradesh has one of the India’s largest and most diverse cooperative ecosystems, with institutions operating across agricultural credit, dairy, agricultural marketing, consumer services, housing, construction, labour, handloom, fisheries, horticulture and other economic activities.
Its cooperative movement has deep historical roots and has gradually evolved from a largely rural-credit-oriented system into a wider network of member-owned institutions serving farmers, producers and communities.
Evolution of the Cooperative Movement
The cooperative movement in Uttar Pradesh dates back to 1904, when the Cooperative Credit Societies Act created the early legal foundation for organised cooperative credit in India. The initial objective was to provide rural communities, particularly farmers, with access to short-term agricultural credit and reduce dependence on informal sources of finance.
Over time, the movement expanded well beyond credit. Cooperative institutions became involved in the distribution of fertilisers and seeds, agricultural marketing, storage and processing, consumer supplies, long-term agricultural finance, dairy, sugarcane and sugar, housing, handloom, fisheries, horticulture and other activities. This diversification has given the cooperative sector a significant role in both rural economic development and local service delivery.
The scale of this expansion also resulted in cooperative activities being administered through several specialised departments. In addition to the Cooperation Department, cooperative institutions operate in areas connected with sugarcane, industry, khadi and village industries, housing, milk, handloom, fisheries, silk and horticulture.
Cooperative Data for Uttar Pradesh
The National Cooperative Database records 41,617 cooperatives in the state as of May 2026, of which 23,728 are functional. The state also hosts 207 multi state cooperative societies. Uttar Pradesh has a total cooperative membership of 1.84 crores spread across its 75 districts.The cooperative network has a strong rural presence, with 77.51% (33,609 societies) operating in rural areas.
Dairy cooperatives account for the largest share of Uttar Pradesh’s cooperative societies followed by PACS. But Primary Agricultural Credit Societies (PACS) remain among its most important grassroots institutions. PACS also have a significant share of the state’s cooperative membership, accounting for 50.84%.Despite accounting for 17.39% of all cooperatives, PACS have extensive grassroots reach, covering 96.16% of Gram Panchayats. Dairy cooperatives, meanwhile, cover 27.01% of Gram Panchayats.
The state’s cooperative system has significance beyond the number of registered societies. Its importance lies in its geographical reach, membership base and ability to connect rural producers with credit, inputs, procurement, markets, storage and other services.
Institutional Structure
Uttar Pradesh’s cooperative structure operates through primary societies, district-level institutions, unions and state-level federations. At the apex of the administrative structure is the Department of Cooperation, Government of Uttar Pradesh, headed by the Registrar/Commissioner of Cooperative Societies.
Among the important institutions are the U.P. State Cooperative Bank, District Central Cooperative Banks, the U.P. Cooperative Federation (PCF), the U.P. Cooperative Union, the U.P. Sahkari Gram Vikas Bank and other sector-specific cooperative institutions. The state’s recently established Cooperative Database Centre also identifies these institutions as part of the state’s wider cooperative network.
The financial architecture includes short- and medium-term agricultural credit through the cooperative banking system and long-term finance through the U.P. Sahkari Gram Vikas Bank. At the grassroots, PACS provide an important interface between farmers and the cooperative credit system.
The sector also has specialised apex institutions. In dairy, the Pradeshik Cooperative Dairy Federation (PCDF) forms an important part of the cooperative milk network, while PCF has a major role in agricultural procurement, marketing, input supply and storage.
Legal and Policy Framework
The principal state legislation governing cooperative societies is the Uttar Pradesh Co-operative Societies Act, 1965, which consolidated and amended the law relating to cooperative societies in the state. The Act extends across Uttar Pradesh and provides the statutory framework for registration, administration, membership, management, audit, disputes and other aspects of cooperative functioning.
The state’s cooperative framework also operates alongside national cooperative policies and initiatives. The establishment of the Union Ministry of Cooperation and subsequent national programmes including PACS computerisation, model bye-laws and the expansion of multipurpose PACS have created a new policy environment for state cooperative institutions.
Uttar Pradesh’s sector-specific policies are also relevant. For example, the Uttar Pradesh Dairy Development and Milk Products Promotion Policy-2022 includes provisions for strengthening primary milk cooperative societies, milk unions and PCDF, alongside investment in processing, technology, market development and producer returns.
Major Cooperative Sectors
- Agricultural credit and PACS remain central to the cooperative system. PACS provide an important local institutional channel for agricultural credit and are increasingly being developed as multipurpose rural service centres.
- Dairy cooperatives represent another major pillar. The state has been working to strengthen milk collection, chilling, processing and market linkages, while policy initiatives seek to improve producer returns and modernise dairy infrastructure.
- Agricultural marketing and procurement are also significant. The U.P. Cooperative Federation was established in 1943 with the objective of helping farmers obtain better returns and reducing dependence on intermediaries. Its activities include procurement, agricultural marketing, supply of agricultural inputs and storage.
- Cooperatives also have an established presence in construction, housing, labour, fisheries, handloom and other sectors, reflecting the broad diversification of the state’s cooperative movement.
Digital Transformation and Modernisation
Digitalisation is emerging as an important phase in the modernisation of Uttar Pradesh’s cooperative sector.
Under the national PACS computerisation programme, 5,686 PACS in Uttar Pradesh had been approved for computerisation. By July 2026, Government of India data showed 3,219 PACS onboarded on the ERP platform, with implementation continuing.
The common ERP platform is intended to improve accounting, management information systems, loan operations, procurement, warehousing and other business functions. At the national level, the programme is also designed to connect PACS with cooperative banks and NABARD, creating a more integrated digital architecture.
Uttar Pradesh is also developing its own Uttar Pradesh Cooperative Database Centre, intended to provide a central digital information system covering primary societies, other cooperative institutions and apex bodies. The initiative is explicitly positioned by the state as a means of improving transparency, governance and access to reliable cooperative data.
Challenges
The scale of the cooperative network also presents significant governance and operational challenges. The difference between the number of registered and functional societies remains an important issue, as reflected in recent government data. Ensuring that cooperative institutions remain financially viable, professionally managed and genuinely member-oriented is therefore critical.
Other challenges include strengthening governance and accountability, improving audit and financial management, modernising infrastructure, expanding digital capabilities, developing professional human resources and ensuring effective participation of members.
For PACS in particular, the transition from traditional credit societies to multipurpose rural service institutions will require viable business models, trained personnel, reliable technology and effective integration with higher-level cooperative institutions.
Outlook
Uttar Pradesh enters the next phase of cooperative development with a substantial institutional base and a broad rural footprint. The policy direction is increasingly moving towards multipurpose cooperatives, digital governance, stronger market linkages, modern storage and processing and greater economic sustainability.
The opportunity is therefore not simply to expand the number of cooperative societies, but to make existing institutions more functional, transparent, professionally managed and useful to their members.
For a state with a large agricultural and rural economy, a stronger cooperative network can play an important role in improving access to finance, inputs, procurement, markets and value addition. The future of the Uttar Pradesh cooperative movement will depend on how effectively its traditional member-owned structure can be combined with technology, professional management and new economic opportunities.
