The Ministry of Cooperation has introduced a new statutory audit reporting framework for Multi-State Cooperative Societies (MSCS) to strengthen transparency, accountability and financial governance. The Multi-State Co-operative Societies (Auditor’s Report) Order, 2026 (MSCARO, 2026) aims to standardise audit reporting and enable earlier identification of financial irregularities and governance risks.

Announced on October 14, the framework seeks to improve regulatory supervision by combining structured disclosures with technology-enabled monitoring through the Central Registrar of Cooperative Societies (CRCS) portal.

Standardised Audits to Improve Financial Oversight

The new framework builds on the provisions of the Multi-State Cooperative Societies (Amendment) Act, 2023, which empowered the Central Government under Section 73(6) to prescribe accounting and auditing standards for multi-state cooperatives.

According to the Ministry, MSCARO, 2026 has been formulated after receiving inputs from the Reserve Bank of India (RBI), the Institute of Chartered Accountants of India (ICAI), the Comptroller and Auditor General of India (CAG) and multi-state cooperative societies.

Modelled on the Companies (Auditor’s Report) Order (CARO) applicable to companies, the framework requires auditors to report on specified financial, administrative, governance and statutory compliance parameters in a standardised format, including clear yes-or-no responses supported by relevant remarks.

This approach is expected to improve consistency across audit reports and make it easier for regulators to identify non-compliance, irregularities and potential financial stress.

Risk-Based Supervision for Timely Government Intervention

A key feature of the mandated framework is risk-based regulatory supervision, enabling the Central Registrar of Cooperative Societies (CRCS) to identify societies facing heightened financial or governance risks through audit findings. This will help authorities prioritise inspections, inquiries and regulatory action based on identified vulnerabilities, strengthening oversight and facilitating timely corrective measures.

Advance Detection of Financial Stress

The framework seeks to enable early detection of financial stress through systematic reporting of Non-Performing Assets (NPAs), overdue loans, liquidity positions, deposits, advances, repayment defaults and borrowings. These disclosures will help identify emerging financial weaknesses and support timely remedial action before they escalate into serious financial or operational challenges.

Safeguarding Members’ Funds and Financial Interests

Protecting members’ funds and financial interests is another key objective of MSCARO, 2026. The prescribed audit requirements will facilitate independent scrutiny of investments, utilisation of funds, share capital, membership records and relevant statutory approvals. By strengthening oversight of financial transactions and the use of cooperative resources, the framework aims to promote financial integrity and reinforce members’ trust in cooperative institutions.

Good Governance, Transparency & Accountability

To strengthen institutional governance and accountability, the Order provides for scrutiny of Board of Directors’ composition, directors’ eligibility and disqualification, the conduct of Annual General Meetings and Board meetings, the constitution and functioning of statutory committees, and compliance concerning related-party transactions. These provisions aim to promote transparent decision-making, democratic functioning and adherence to statutory obligations across Multi-State Cooperative Societies.

Technology Enabled Regulatory Oversight

The framework envisages technology-enabled supervision through the integration of standardised audit information with the CRCS Portal. This could support automated scrutiny, regulatory dashboards, risk scoring and Artificial Intelligence-based analytics, helping authorities monitor compliance more efficiently, identify gaps and undertake evidence-based regulatory interventions.

Cybersecurity Verification and Anti-Money Laundering Compliance

MSCARO, 2026 also provides for audit-level verification of cybersecurity safeguards and anti-money laundering compliance, wherever applicable. The scope includes examining cybersecurity measures, reporting of suspicious transactions, customer identification requirements and compliance relating to the appointment of Designated Directors and Principal Officers under the Prevention of Money Laundering Act (PMLA). These measures aim to strengthen institutional safeguards against financial irregularities, cyber risks and regulatory violations.

Phased Implementation

To allow cooperative institutions sufficient time to upgrade their internal systems and processes, the Ministry has prescribed phased implementation of MSCARO, 2026. The broader objective is to extend the framework to Multi-State Cooperative Societies meeting the prescribed ₹50-crore threshold in relevant financial parameters. The initial phase will cover larger societies crossing the ₹1,000-crore threshold, giving smaller institutions additional time to prepare for the enhanced reporting requirements.

These initiatives are another key steps towards a more transparent, professionally managed and accountable cooperative ecosystem. By combining standardised statutory audit reporting with risk-based supervision and technology-enabled monitoring, the initiative seeks to strengthen institutional credibility, safeguard members’ interests and advance the vision of ‘Sahkar se Samriddhi’. Since its formation, the Ministry of Cooperation has taken several initiatives to transform the cooperative sector in India.
