Himachal –NDDB MoU: A Structural Push to Modernise Dairy Cooperatives in the State

Shimla: Signing of three MoUs between the Government of Himachal Pradesh and the National Dairy Development Board (NDDB) on Monday marks more than a routine administrative development—it signals a structural shift in the state’s dairy economy.

On behalf of the state government, Secretary Animal Husbandry Ritesh Chauhan and Managing Director of the Himachal Pradesh State Cooperative Milk Producers Federation (Milkfed) Abhishek Verma signed the agreements, while Chairman of NDDB Dr. Meenesh Shah signed on behalf of the Board.

Signed in the presence of Chief Minister Sukhvinder Singh Sukhu, the agreements span institutional strengthening, infrastructure expansion, and digital transformation. Taken together, they reflect a coordinated attempt to reposition dairy as a core driver of rural income and cooperative-led growth.

Speaking on the occasion Himachal CM, Sukhvinder Singh Sukhu stated that the MoU signed between the Government of Himachal Pradesh, the Himachal Pradesh State Cooperative Milk Federation and NDDB marks a vital step towards strengthening the state’s dairy sector. He added that this partnership will further reinforce the systems for milk procurement, processing and marketing, thereby ensuring that farmers and livestock rearers receive a fair return for their hard work and experience an increase in their income.

Dr. Meenesh Shah, Chairman, NDDB stated that NDDB, in collaboration with the Government of HP and the Milk Federation, remains firmly committed to providing dairy farmers in the state with a vital source of livelihood through farmer-centric activities, while simultaneously ensuring the availability of quality milk and dairy products for consumers.

Institutional Expansion: Reimagining the Cooperative Framework

At the heart of the MoUs lies the formation of the Kangra Milk Union, which will integrate districts such as Kangra, Una, Hamirpur, and Chamba into a unified cooperative structure.

This move is significant for two reasons. First, it expands the footprint of organized dairy procurement in a geographically fragmented hill state. Second, it aligns with NDDB’s long-standing model of building farmer-owned institutions that aggregate production, reduce transaction inefficiencies, and enhance bargaining power.

The success of cooperative dairy models in India—most notably the Amul ecosystem—demonstrates that institutional depth, rather than mere production increases, determines long-term sustainability. Himachal’s attempt to replicate a similar structure under the ‘Him’ brand indicates a shift from subsistence dairy to market-oriented production.

Infrastructure Push: From Localised Production to Market Linkages

The second MoU focuses on strengthening physical infrastructure, including milk processing plants and chilling centres across districts such as Sirmaur, Solan, Hamirpur, and Una. Additionally, a large-scale automated plant at Dhagwar in Kangra—initially with a capacity of 1.5 lakh litres per day, expandable to three lakh—represents a major capital investment.

This infrastructure push addresses one of the most persistent bottlenecks in hill states: the gap between production and market access. Without adequate chilling and processing capacity, milk—a highly perishable commodity—often fails to reach remunerative markets.

Digital Transformation: ERP as a Governance Tool

Perhaps the most forward-looking component is the introduction of Enterprise Resource Planning (ERP) software within the Himachal Pradesh State Cooperative Milk Producers Federation Ltd..

Digitization of dairy operations—covering procurement, quality testing, payments, inventory, and supply chains—has the potential to transform governance in the cooperative sector.

Key expected outcomes include:

  • Transparency: Real-time tracking reduces leakages and improves trust among farmers
  • Financial inclusion: Direct and timely payments strengthen farmer liquidity
  • Data-driven decisions: Better forecasting and demand planning
  • Operational efficiency: Streamlined logistics and inventory control

NDDB’s experience in rolling out digital systems across cooperatives in other states lends credibility to this initiative. However, its success will depend on last-mile adoption, especially in remote rural areas with limited digital literacy.

Pricing Policy and Incentives: Strengthening Farmer Economics

Parallel to institutional and technological reforms, the state government has introduced aggressive pricing incentives. Procurement prices have been significantly increased—₹51 per litre for cow milk and ₹61 per litre for buffalo milk—placing Himachal among the highest-paying states in the country.

Additional measures such as transport incentives under the Dugdh Protsahan Yojana and enhanced subsidies further strengthen the income framework for dairy farmers.

From an economic standpoint, this approach serves multiple purposes:

  • Encourages higher milk production
  • Reduces rural distress migration
  • Promotes self-employment in villages

NDDB’s Strategic Role: Beyond Advisory to Ecosystem Builder

Involvement of NDDB is central to the initiative’s long-term viability. NDDB’s role typically extends beyond technical advisory to include:

  • Cooperative institution building
  • Value chain integration
  • Capacity building of farmers and management
  • Branding and market development

In Himachal’s case, NDDB’s participation suggests a comprehensive approach rather than isolated project execution.

The ‘Him’ Brand Ambition: Competing in a Crowded Market

The state’s ambition to scale the ‘Him’ dairy brand on the lines of established players such as Amul and Verka introduces a competitive dimension to the reforms.

Brand-building in dairy is not merely about product quality—it requires consistent supply, strong distribution networks and consumer trust. Therefore, positioning of ‘Him’ around quality and hill-origin products could offer niche advantages.

Rural Economy Linkages: Dairy as a Growth Multiplier

The broader policy narrative underpinning these initiatives is the strengthening of the rural economy. Dairy, unlike seasonal agriculture, provides daily cash flow, making it a critical stabilizer for rural households.

Complementary schemes such as Gopal Yojana and increased support for gaushalas indicate an integrated livestock management approach. Additionally, the innovative use of cess revenues to fund dairy development reflects a resource reallocation strategy aimed at long-term sectoral growth.

Conclusion

The Himachal Pradesh–NDDB MoUs represent a multi-dimensional reform package that integrates infrastructure, institutional expansion, pricing incentives and digital governance.
